Ladies and gentlemen,
As President Hu Jintao had proposed at 11th APEC Economic Leaders' Meeting, this Seminar for promoting the development of science & technology intermediaries is held in Beijing. This is an important meeting for scientific and technological circles in the Asia-Pacific countries. I am honored to attend this meeting. Sincerely thanks for your kindly invitation. Next I would like to introduce the operations about Northern Technology Exchange Market (NTEM) building up the communicate platform, collaborating with science & technology intermediaries of APEC members, to learn from the distinguished Colleagues.
Part 1 Introduction of NTEM building up the international communicate platform
1. General situation
Northern Technology Exchange Market (NTEM) is a standing technology transfer market of national standard, which is jointly set up by the Ministry of Science & technology of China and Tianjin Municipal Government. It becomes a famous regional serving organization on technology transfer in China. NTEM has a building nearly 7000m2 with versatile service facilities and 30 employees. Building up the international technological communicate platform, widely collecting science and technology resources at home and abroad, advancing regional technical progress and innovation is our main function to promote technology transfer under nowadays situation. Beginning from the first China-Japan Technomart held by NTEM and The Japan Technomart Foundation in 1996, NTEM have started with four links as introducing concept, cooperation among organizations, communication of information and gaining the actual effect, with a view to collaborate with science & technology intermediaries among APEC members. After 8years' struggle, NTEM has been growing into an export-oriented science & technology intermediary. During this time, we had held 17 international activities on technology transfer, and play host to 25 overseas delegations, experts and officials of foreign embassies in China. We also organized 8 delegations to visit foreign countries, fetched in 460 overseas technologies, recommend them to 670 Chinese research institutions and enterprises which extend all over 28 provinces in China.
2. Main experiences and effects
1) Introducing concept
In recent years, NTEM gradually benefit from the advanced ideas on technology transfer by visiting developed countries which are members of APEC, inviting experts to give lectures in China, attending and organizing the international seminars, communicating with foreign experts face to face, etc. For instance, commercialization of research findings and technology transfer can be internationally explained as an extended concept including all actions and phenomena of transfer technologies and knowledge from academe into industry. In this way, our views and experiences on technology transfer had been exploited more. NTEM have expanded its serving functions from three to six, such as technical information, technical partnership, meetings and exhibitions, technical agency, technical property right trade and international collaboration. Our customs have covered tens of provinces in whole country and several foreign countries. Another example, in order to activate the technology transfer market, developed countries paid more attention to build favorable policy environment for it, as well as to protect the intellectual property. In 1980, American government promulgated a law called the Bayh-Dole Act. In this says when the government funds research to universities, small companies and non-profit entities, the government would not claim title. These legal entities were granted title to any research funded by the US government. Therefore, we have been referring similar suggestions and appeals to local legislature by all kinds of paths and manners in recent years. Again, developed countries consider technology transfer is a sort of professional intellectual serving with special knowledge and skills. Hence, NTEM not only make a point of communication and cooperation with other technology transfer organizations, but also pay great attention to complement and benefit for each other. In a word, these advanced concepts have made great helps for NTEM to broaden our sight, widen our thoughtfulness, and have reacted on our exploration and practice on technology transfer to according with international common practices.
2) Cooperation among organizations
During these 8 years, NTEM has built up relationships with more and more technology transfer organizations in America, Japan, Korea, Russia, Hongkong, Taiwan, and other technological intermediaries in APEC, and The United Nations Asian and Pacific Centre for Transfer of Technology (APCTT). We successively made cooperative agreements with Hong Kong Productivity Council, HK Science and Technology Parks Corporation, Songdo Techno Park in Korea, Office of Technology Licensing of Stanford University, Technology Licensing Office of the Texas A&M University, etc. Under the principle of mutual benefit, we exchanged our technical information and operational state regularly, provided technical items, requests and cooperative opportunities timely, assisted in holding technical activities. And this established the operative foundation for the international communicate platform.
3) Communication of information
NTEM exchanged information with famous technology transfer organizations abroad by establishing an English version website called Northern Technology Web and editing an English newsletter named NTEM Technology Info. Both of them had caught many attentions of international colleges and foreign institutes in China. At present, Northern Technology Web had built 9 generous databases, nearly 40 columns and more than 20 thousands technological items that increased by the speed of 2 thousands per year. It has been formed into a serving chain by information collection, processing, spreading, services on line and feedback services. The view rate of Chinese version website had arrived at 5000 per day. It gradually becomes a famous Chinese special website on technology transfer and an effective path to spread the technical information overseas. In recent three years, NTEM had held many technical partnership activities for a thousand universities, institutions, investment trusts and approximately 10 thousands companies, negotiated nearly a thousand technology transfer contracts, took 2600 million yuan economic benefit after putting into productions. And we also gave a warm reception to experts from America, Germany, the United Kingdom, Japan, Korea, Taiwan and Hong Kong.
4) Gaining the actual effect
Relying on the international communicative platform NTEM has built, we promoted the international cooperation among science & technology intermediaries, research institutions and enterprises of APEC members by colorful technology activities. From 1996 to 2000, NTEM had held 5 times of China-Japan Technomart, in which more than 800 technology items had been negotiated by 400 Chinese research institutions and enterprises and 57 Japanese companies. For example, Chinese Yantai aquatic product company signed an agreement with Japanese Fuji Corporation on new type wrapper. They exported more aquatic product to Japan by having improved packing technologies. Tianjin Communication & Broadcast Corporation signed a technology transfer agreement with Asia Hi-Tecs Corporation on automobile accessory. Their productions had exported to Japan. At China-Japan Software Cooperation Forum & Software Product Fair in 2003, we invited more than 120 representatives of 70 Japanese companies as NEC, Fujitsu, Shimadzu and so on. They made 19 software export agreements with many Chinese companies as Tianjin Apollo Information Technology Ltd. Moreover, NTEM had held China-India Technomart, China-Korea Technomart and Tianjin-Hongkong Technomart several times, organized Chinese companies to visit Japan to learn advanced technologies of environmental protection, leaded scientific research institutions to take part in item partnership in Hong Kong. Not long ago, we organized a delegation to visit to America on the subject of technology transfer. The delegation had visited the Office of Technology Licensing of Stanford University, the Office of Intellectual Property Administration of UCLA and Pacific Design Center. NTEM also established cooperative relationship with the OTL of Stanford University at that time.
Part 2 Considers and Ideas about facilitating the cooperation and communication among the science & technology intermediaries of APEC
1. Deeply understanding the important meanings of cooperation and communication among the science & technology intermediaries of APEC
At present, members of APEC have provided with more than half of GDP, nearly a half of trade turnover and 3/5 R&D payout in the world. They are occupying the terrific important status in global economic activities. We believe that the success of APEC must greatly promote the economic and technical integration, and the development of global economy and technology in 21'century. In the light of deepen reform and open China wider to the outside world after China entered into WTO, it could promote technology transfer and economic and technical fast development among Asia-Pacific countries by the fruits of this seminar. Meanwhile, the optimization and reconfigure of global economic resource together with the industry transfer are providing developing countries great opportunities for rapid growing. 21 members of APEC belong to developed or developing countries respectively, which provided complementary in the field of economy and technology among them. Because of the gap of technology level and connection of the economic interest among the APEC members, technology transfer will occur. The technology transfer give rise to the demand of technology agency, which form the business and market opportunity of us. It is our history mission to grasp this opportunity to accelerate the intercourse and cooperation among the APEC members by improve the scale and speed of the technology transfer.
2. Grasp the key problem of cooperation and intercourse among science & technology intermediaries of APEC members
1) Understand and utilize the rules
To accelerate the intercourse and cooperation among the APEC members it is important to understand and utilize the relative rules, including those are established and being established, in time. This is the system base of extending the cooperation. These rules refer to academic criterion of scientific activities and the application of market rule in the field of science and technology, e.g., the usage of standard academic language, the regulation of quotation, the respect to intellectual property and relative treatments, etc. We should make use of the common and stability platform of WTO with proficiency to take advantage of international resource of scientific service.
2) Provide our service orient to Small and Medium sized Enterprises (SMEs)
SMEs are the main object to whom most technology agencies provide service. There are two main fashions of technology transfer among APEC members, one is between the parent company and the subsidiary company in multinational enterprises, and the other is among SMEs. The later is more, and its mode is technical trade. From 80'years, SMEs' capacities on technology transfer have been continuously advanced, and played more and more important roles. Focusing on serving for SMEs, NTEM had held China-Japan Technomarts and China-India Technomarts and obtained satisfying results. We will hold the line in cooperation and communication among science & technology intermediaries of APEC in future.
3) Pay equal attention to technology import and intellect import
In recent 20 years, technical business has increased 3 times, which included technology licensing, patent and brand trade, expert and intellectual serving in whole world. Because of knowledge have characteristics of unlimited by national boundary, boundless supplying and not exclusive, international technology exchange stage has shifted forward from product research to fundamental research. Therefore, to promote the cooperation and communication of science & technology intermediaries of APEC, we should not only import and export the technical productions as practicality, but also pay more attentions to knowledge exchange. And we must enhance our discernments of knowledge resources outside and integration abilities, in order to gain more results from the cooperation and communication.
At present, both central government and local governments are paying highly attentions to develop technical markets and construct science & technology intermediaries. It will boost the growing of science and technology servings from the view of programming, distribution, surroundings building and rationalizing operation. Ministry of Science & technology of China held the first National Science & technology Intermediaries work conference in December of 2002. They put forward that China should build up the opening, concurrent, multifunctional, high-powered science & technology intermediate serving system, according with the require of the socialist market economy system and national innovation system in about five years. They also confirmed that 2003 is the building year for science & technology intermediaries.
On the basis of arrangement of Ministry of Science & technology of China and Tianjin Municipal Government, NTEM have orienting our developing goal to establish four technological serving platforms as technical integration, intermediary integration, information integration international communicative integration, and set up a domestic A-level and international famous science & technology intermediary. We are doing our best to fulfill this goal. At the same time, we are willing to work together with members of science & technology intermediaries attending this meeting to develop the all dimensional, multitiered and wide-ranging cooperation, and to contribute to APEC's prosperous development.
